The holiday is being organized by Russia's Ministry of Natural Resources, according to St. Petersburg Administration's Information Board. A foundation for this holiday has been layed as far back as the 17th meeting of the Helsinki Commission (HelCom) in 1966. The day is being marked in Russia for the second time. Financial support for the event has been provided by the City Administration, by St. Petersburg Vodokanal and by the North-Western Marine Fund. The holiday is organized in order to popularize the ideas of the Helsinki Convention, to inform specialists, as well as a wide range of public, about HelCom's activities. An interactive communication session with Swedish and Finnish cities will be conducted at St. Petersburg State University as a part of the holiday's program. It is planned to hold an international practical conference titled "Chief Directions in Improving the Ecological Conditions in the Baltic Sea Basin" on March 22. The presentation of the book titled "Collection of Helsinki Commission's Recommendations" will take place on the same day.
