The forum is being conducted on the initiative of the Russian Federation's Federal Assembly Council and of the CIS Interparliamentary Assembly. It is promoted by Russia's President and Government. By tradition, heads of states and governments, of international organizations, Russian regions, ministries and departments, parliamentary figures, representatives of financial and industrial companies, of business and social circles, both from Russia and from abroad, are participating in the forum. Its motto will be "21st Century: Innovational Development for the Benefit of Mankind".
