In October-November new building department will be organized in Saint-Petersburg. It will undertake the construction of dam. This department will lease the territory for 49 years. According to State Building Committee, the problems with dam construction are connected with the lack of owner. There are new investments expected. Now the dam is ready for 65% and 18 billion rubles more are necessary. The construction will be completed by 2006.
