According to Director General of North-West Telecom, Sergey Soldatenkov, sooner or later such decision had to be made.

North-West Telecom, the former JSC Petersburg Telephone Network, is an operator of fixed telecommunication in St. Petersburg, covering more than 65% of stationary telephone network market. Delta Telecom, which offers NMT-450i cellular communication services in the North-West Russia, started its activity in St. Petersburg in September 1991. Base stations of Delta Telecom serve St. Petersburg and all populated area of Leningradskaya Oblast.
