Starting from January 2004 the alcohol market of St. Petersburg will face changes; a new control system of alcohol production movement is to be introduced. According to the idea of officials, such a system may diminish illegal alcohol marketing. Nevertheless, dealers do not consider the novelty to be well developed.

As stated in the ordinance issued by the Tax Ministry of the Russian Federation (MNS), the unified control system of alcohol production movement in the Russian market (ESUDAP) has to start functioning in 2004. The State Unitary Enterprise Atlas-Severo-Zapad has designed a program pattern as a base of that control system. All the excise warehouses in the country (that belong both to producers and wholesalers) have to except the new system that helps control the movement of products subject to excise (production, marketing and tax intake).
