The government accepted the offer of Russia's Ministry of Transportation for speedier construction of the first portion of the highway, from Primorskoye Shosse to Moskovskoye Shosse. The appropriate decree was signed by Chairman of the Russian Federation's government Mikhail Kasyanov. Russia's Ministry of Transportation has been charged with beginning construction of the first part of the highway no later than March 15, 2001.
