According to the project construction of the following objects will be completed: the highway bridge over the navigation pass for small ships, the three-lane highway Gorskaya-Kotlin, three water-flow facilities and protection dams. The total cost of works is 3 billion 400 million roubles, which are to be assigned from the federal budget and as a credit from the European Bank of Development based on an international tender. The next stage is planned to be completed by 2007. By this time navigation pass excavations for small and large vessels are to be flooded, navigation started and works on city flood protection completed. The dam is to be fully built by 2009.
