The Leningrad regional administration will tighten control over nature management through the re-establishment of an ecological fund.

The fund is about to get resources as fines imposed for abuse of environment, environmental damage caused by construction and unauthorized exploitation of objects (the fund used to receive only charges for pollution of environment) and “ecological” fines. These assessments are expected to make up about 93 million rubles in 2004. The Natural Resources and Environment Protection Committee of Leningrad region administration has elaborated a new bill on the Regional Ecological Fund. Regional deputies will study the bill in February and adopt it not earlier than in April.
