On February 3 the St. Petersburg Administration had discussions with Gazprom’s management on establishing a public company on the basis of the City Gas Company Lengaz.
The project will be part of the new concept of the city’s management of State Unitary Enterprises. The concept says that St. Petersburg, being the owner and customer of the communal enterprises, shall assign its management of these enterprises to private companies. Vladimir Blank, the Chairperson of the Committee for Economic Development, Industry and Commerce of the City Administration has come forward as a “promoter” of the project. He convinced St. Petersburg Governor Valentina Matvienko that the city had no resources from which to get the lacking $3 billion for public utilities’ development.
