Two second-half goals by Andrei Arshavin and Dmitry Loskov gave the home team a deserved victory in Yuri Syomin's first game as national team manager.
Syomin replaced Georgy Yartsev two months ago following a string of poor results.
Arshavin, who plays for local side Zenit, put Russia ahead shortly after the break and Loskov added the second from the penalty spot mid-way through the second half, after Latvia keeper Andrejs Piedels brought down Vladimir Bystrov.
