The Memorandum on implementation of the concept «the clever city» is signed

On June 18 on a platform of the St. Petersburg International Economic Forum signing of the Memorandum of understanding between IBM Corporation and the START Development company, according to which the parties plan to study the possibilities of scientific and technical cooperation within the concept "Reasonable city" took place. The signatures under the Memorandum were put by the chairman of the board of directors of UK "START Development" Zakhar Smushkin and the vice-president, the CEO of IBM in Russia and the CIS Kirill Kornilyev. The vice governor of St. Petersburg Igor Alben participated in a ceremony of signing of the document.
The parties plan to carry out development of decisions in the field of city planning, and also use of analytics for planning and monitoring of the main functions and indicators of the city. Use of intellectual technologies for urban governance increases the quality of an urban environment, and also stimulates a sustainable development, economic efficiency and investment appeal of the city. Decisions on the basis of the concept "Reasonable city" can be realized not only in the satellite town "Southern", but also in the territory of all St. Petersburg. Among the possible first IBM and "START Development" joint projects the innovative control system of water resources is considered.
"The growing costs of water supply and water disposal – an actual problem for any modern city. Information technologies and joint innovations play an important role in the solution of these complex challenges, – Kirill Kornilyev, the vice-president, the CEO of IBM in Russia and the CIS commented. – Solutions of IBM on water resources management uses the advanced data control, visualization, correlation, and also a complex of technologies for processing of large volumes of the diverse data obtained from various devices (including systems of the account), systems and interested parties in useful information which can promote adoption of administrative and operational decisions".
"We make great demands of quality of implementation of the project of the satellite town "Youzhny" and of the level of the companies participating in it. In cooperation with one of the leaders in innovative technologies will allow to create a qualitative urban environment and to increase investment appeal of the project, – Zakhar Smushkin, the chairman of the board of directors of UK "START Development" noted. – Development of systems of effective management, monitoring and forecasting of a condition of city infrastructure - the task, major for St. Petersburg. In Youzhny it is much simpler to make it as it is possible to design creation of systems "Reasonable city" at a planning stage".
The vice governor of St. Petersburg Igor Alben participating in a ceremony of signing of the Memorandum remembered that exactly a year ago at an economic forum the city government and IBM Corporation signed the Memorandum of cooperation in social and economic development of St. Petersburg. "It is important that this initiative already bears fruit. Signing of the agreement with the developer of one of the largest investment projects of St. Petersburg – the START Development company – a serious step of corporation within the declared cooperation. It is sure that these joint decisions directed on improvement of an urban environment will bring benefits not only to residents of future satellite town "Youzhny", but also all citizens", – he declared.
According to Igor Alben, experience of introduction of innovative control systems of city infrastructure (transport, engineering, communications, a reference database on housing stock, communication systems, etc.) within such large project will allow to create the detailed specification for the creation of a uniform control system of all cities. "From clever IBM system with its enormous experience – to the clever area, from the clever area – to the clever city and clever economy", – the vice governor emphasized.
The satellite town Youzhny – one of the largest investment projects of complex development and development of territories in Russia. In the territory of the satellite town in Pushkin district of St. Petersburg it is planned to construct housing for 134 thousand inhabitants. According to the investment agreement between "START Development" and the Government of St. Petersburg the investor has to provide development of effective systems of water supply and the sewerage, heating, power supply, and also a road network in the satellite town.
